  • Access Registers: Every person entering the site must sign in/out with ID verification and contact details.

  • Security Guards: Minimum 24/7 coverage — armed if approved, with patrol logbooks and supervisor oversight.

1.2 Surveillance Systems

  • CCTV Coverage: Visual coverage of storage areas, entry/exit gates, and material laydown yards.

  • Retention: Footage retained for at least 30 days (longer for sensitive projects).

  • Monitoring: On-site or remote monitoring with alert systems for after-hours movement.

1.3 Lighting & Visibility

  • Perimeter Illumination: LED floodlights positioned every 20–30m.

  • Critical Points: Enhanced lighting at gates, site office, and equipment yard.

  • Backup Power: Generator or solar system to prevent blackout vulnerability.

2. PERSONNEL SECURITY

2.1 Identity Management

  • Badging: All staff, visitors, and subcontractors must wear company-issued ID badges at all times.

  • Background Checks: Mandatory vetting for guards, foremen, and material handlers.

  • Visitor Escorting: Visitors must always be accompanied by authorized personnel.

2.2 Training & Awareness

  • Security Induction: All new entrants trained on site-specific security and emergency response.

  • Toolbox Talks: Weekly briefings on theft prevention and incident reporting.

  • Incident Drills: Conducted quarterly with simulated emergencies.

3. MATERIAL & EQUIPMENT SECURITY

3.1 Inventory Control

  • Maintain detailed registers for all tools, machinery, and materials issued or returned daily.

  • Weekly inventory reconciliation against delivery notes.

3.2 Storage Security

  • Secure Storage Rooms: Designated, guarded storage spaces for high-value materials (cement, steel, copper cables).

  • Restricted Zones: Only authorized personnel allowed in material yards and workshops.

4. INFORMATION SECURITY

  • Access Levels: Limit access to project plans, tenders, and client data to authorized staff only.

  • Digital Security: Password-protected systems with auto-lock after 5 minutes of inactivity.

  • Data Backup: Weekly offsite or cloud backup of project data.

4.2 Communication Protocol

  • No unauthorized media, drone, or personal photography on site.

  • All security incidents reported strictly through approved communication channels.

5. OPERATIONAL SECURITY

5.1 Patrol & Monitoring

  • Routine Patrols: Hourly night patrols and regular day inspections.

  • Random Inspections: Supervisors perform surprise checks on material movement.

  • Incident Logs: Maintained and reviewed weekly by the Site Security Officer.

5.2 Key Control

  • All keys are numbered, issued under written authorization, and returned daily.

  • Master keys stored in sealed safes under management control.

6. EMERGENCY & INCIDENT RESPONSE

6.1 Emergency Preparedness

  • Fire Safety: Fire extinguishers every 25m, quarterly inspected.

  • Medical Readiness: First aid kits in every section; emergency contacts displayed.

  • Evacuation Plans: Clearly marked exits and rally points.

6.2 Incident Reporting

  • All thefts, vandalism, or breaches must be reported immediately to the Site Security Officer and logged.

  • Incident reports to be submitted to HQ within 12 hours.

  • Root cause analysis and corrective actions implemented within 48 hours.

7. AUDITING & IMPROVEMENT

7.1 Internal Audits

  • Quarterly security reviews covering physical, personnel, and data security.

  • All non-conformities addressed within 14 days.

7.2 Continuous Improvement

  • Security procedures reviewed bi-annually.

  • Encourage anonymous reporting and collaboration with law enforcement.
